Gene Locke's English-Spanish Doorhanger

This Gene Locke doorhanger was delivered to a home in Houston's East End. It's in English and Spanish and emphasizes Locke's Latino endorsements.
Someone help me out here. Why would his name barely be mentioned at all, not to mention you have to really search to find the word "Mayor"? It's very text heavy, but that's probably because most of the English text is translated to Spanish.
But, seriously, why so little emphasis on his name and the office he's running for?
I've got most of the text below the doorhanger in case you can't read it.
Those of us who found opportunity in Houston know how important it is to ensure Houston remains a city of opportunity for all.

The election date is on there in large font, with early voting dates in smaller font and a lighter color.

Any prospect of getting a larger scan for those of us who would prefer to read some of the fine print?

Fine print seems to be the usual City candidate stuff. Let me know what you think. Doesn't appear to be anything specific to the Hispanic community:

Have stronger businesses and more jobs.
Gene will continue Houston's rapid economic growth by making economic development a focus of the Mayor's office, establishing strategic incentives to help new and existing businesses create jobs, and making Houston the heart of the new alternative energy industry.

Fine print for "Be safer."

Gene will make sure we have enough police officers, recommit them to community policing and give them the technology they need to do their jobs more effectively.

Fine print for "Reduce traffic congestion":

As Mayor Gene will establish a Director of Mobility to coordinate transportation in the region, create real transportation options like an improved bus system, build the light rail system and expand flexible work hours.

(That's not a typo - no comma after Mayor)

Fine print for "Realize a better quality of life":

We need to keep housing affordable, protect our neighborhoods, increase parks and green space and improve the quality of our environment. We can and must help our neighborhoods win the battle against flooding.

Yep. That is as bad as the 8 page Peter Brown mailer. Both will end up in the recycle bin within 5 seconds of touching it.

Like I said, the Peter Brown mailer was something I definitely did not put in the recycle bin. It fascinated me to receive such a robust campaign piece, and I put it aside for later reading, after a quick perusal.
