Wedded Bliss And The Texas Legislature

Why does the red light camera legislation that got passed out of the House have accountability measures built in, but the marriage class legislation does not? The red light camera law that would give authority to cities to operate cameras at red lights would be sunsetted after two years. Cities would have to monitor the number and types of wrecks at intersections to determine if they decreased because of the red light cameras. In other words, data driven legislation. Gee, what a concept. With the double or nothing, pay $60 or take a government mandated marriage class bill, there is no accountability built in. There's just a wish and a prayer (see Warren Chisum, R-Dark Ages) that divorces will decrease and wives will yell at their husbands less over how unhelpful and uncommunicative they are. Tea leaves predict that eye rolling will decrease. I'd like to see a couple have to keep a log as to the type, number and severity of their arguments with or without the class. Less stomping out of the room (avoidance)? Less eye rolling (belittling)? Less harsh words and personal attacks (bullying)? The dumbest idea for a piece of legislation becomes dumber when compared legislation where the Rs are all super concerned about state government mandating what cities can and can't do. I'm all up in arms about our state government mandating how couples choose to get or not get pre-marital counseling.
